Kyle afforded himself a light lunch after checking into his room. He didn’t bother to unpack, but decided to go shopping for some more items of clothing - and a bigger bag. He found a bookstore and bought a book on Colombia. Might as well learn something about where he is going. He bought also some dark clothing from a men’s store - black jeans, black shirt and socks. His next stop was a shoe store, where he purchased a pair of black Nikes. He thought about trying to find some black theatrical make-up, but wondered if he was taking it too far. The more he thought about it the more he realised he was out of his element, but he had to be involved in the operation. He knew he could be helpful when it came to electrical and security systems.

He took a cab to the police headquarters and asked for Frederico at the front desk. He was asked to sign in while he waited and was given a visitor’s badge. Frederico appeared within a few minutes and after the customary greetings, they entered the complex through the security turnstiles. Frederico punched the elevator call button and they waited for one of the two doors to open. A tone from the left elevator signalled that it was ready to transport them to their selected floor. Frederico pressed ‘6’, which was the top floor and the elevator began to rise. Kyle noticed that there were significant physical and electronic security arrangements in place within the building which, although common place in most police buildings, somewhat surprised him. There was an aura about Costa Rica that suggested minimal crime activity and therefore reduced security needs. Although major crimes would be significantly less on a per capita basis than most other industrialised countries, minor crimes, especially petty theft, are so rampant that little is done to curtail it. In Costa Rica, you don’t even leave your garden hose out at night, lest it be gone in the morning. All cars are equipped with security systems, as are all residences. This may disturb most North Americans but Costa Ricans are indoctrinated with the concept that you protect what’s yours.

The elevator arrived at the sixth floor and the doors opened. Kyle followed Frederico along the corridor, past several closed offices, to a large set of double oak doors at the end. Kyle detected the security cameras and motion detectors along the corridor, and each door had a card access station.

“I’m surprised at the extent of security you have in your building,” Kyle remarked to Frederico. “Where is your highest security risk?”

“Drugs,” was the reply. “It is our biggest concern in Central America. Many drugs are shipped by road from Colombia to North America, mostly by small-time drug dealers. The large cartels have their own aircraft and complex distribution networks. We catch many dealers and lots of drugs, which are held in this building. The dealers are punished severely, probably Draconian by your standards, but we have a very low tolerance for drug use.
